I guess it depends on whether or not you're simultaneously losing fat. Fat is less dense than muscle; if your weight stayed the same while gaining muscle / losing fat I'd guess the clothes would fit looser. If you're gaining weight while losing fat / gaining muscle, there's still a chance the clothes would fit looser. At some point muscle gains would outweigh fat loss and your clothes would fit tighter. It would be an easy calculation - just compare density of fat to density of muscle.

If you're just gaining muscle while the fat weight doesn't change, in theory the clothes should be tighter.

Not necessarily. If you gained muscle, but didn't lose or gain body fat, you would:
1) Weigh more by the increase in muscle weight
2) Have a lower % body fat, since the ratio of muscle to fat gets higher when you gain muscle and your fat weight is steady.

A lot of people have trouble gaining a lot of muscle without also gaining fat. I think it takes a very strict diet and workout regime to only gain muscle. In the bulking phase for most body builders, they expect to gain a bit of fat, and then they trim down before competition (which usually means they lose a bit of muscle also.)
